You need to be a company administrator in QuickBooks to add applications. QuickBooks has a concept of "Master Administrator" and "Company Administrator" as well as the ability to invite up to two accountants who get "Company Administrator" privileges.

If you need to import on behalf of the client, then you will need to ask the client to log into their QuickBooks account and go to 'Manage Users'. From here they can can either invite you as an accountant or create you as a new user with 'Company Administrator' privileges.
